Nehemiah 11:1
Now the leaders of the people settled in Jerusalem. The rest of the people cast lots to bring one out of every ten of them to live in Jerusalem, the holy city, while the remaining nine were to stay in their own towns.

Shalom sdr, my devotion today, Tue, Dec. 7, TRIPLE CHOSEN (Neh. 11:1). What a very2 special person whom could live in Jerusalem? Not everybody could live in Jerusalem.
1. He had to be an Israelite.
Not everybody able to live in Jerusalem. He had to have a close and pure connection by blood as the descendant of The Israelites. No other people could live there. He had to be proven his originality to live there.

2. He had to be a citizen in his own town.
He had to live in his own town. Meaning, he was not a wanderer, lazy, useless man. He was moved there, not because of pity. He must be a man of standing, respected and honorable man.

3. He had to be chosen by lot.
